What is the Teacher Incentive Allotment?

Cohort E Applicant

JUBILEE ACADEMIES’s Cohort E Local Designation System Application for the Teacher Incentive Allotment (TIA) was accepted for the eligible teaching assignments:

  • 3-12th grade Reading, Math, and 3-8 Science teachers

  • Kindergarten-2nd Reading and Math Teachers

  • Pre-Kindergarten Teachers

  • Biology

The Teacher Incentive Allotment (TIA), which will provide funding to pay highly effective teachers whose students show measurable improvement in academic growth. Teacher observations and student outcomes must align in order for teachers to internalize that their student outcomes are a reflection of their current teaching practices. Our goal is to have an equitable opportunity for ALL teachers, create a culture of excellence, improve student achievement, and remain transparent throughout the process. This process must be valid and applied consistently across all evaluations.

HB 3 established the Teacher Incentive Allotment (TIA) to recognize effective teachers on three different levels, recognized, exemplary, and master. These teacher designations generate additional teacher-focused allotment funding for districts in order for them to reward their top performers.

Teachers earn designations through two different routes.

  • First, National Board Certified teachers are eligible to earn a Recognized designation.

  • Second, districts may designate their effective teachers when they are approved for a local teacher designation system.

The approval process is multi-step and includes the submission of a system application to the Texas Education Agency (TEA) and then a data validation process through Texas Tech University.

What is Jubilee Excellence Initiative?

The Jubilee Excellence Initiative (JEI) program is designed to improve teacher retention, support a positive culture, and increase student achievement across all campuses, with a focus on those with the highest need. The program allows teachers to earn incentive stipends based on their performance in four areas:

  • TTESS

  • Student Growth

  • Personal Attendance

  • Grade Level Average Attendance

The JEI is aligned with Goal 1 of the Jubilee Academies District Improvement Plan, and its expected outcomes include increased teacher retention, student enrollment, attendance, achievement, and equity among lower-performing campuses.

To qualify for the JEI, teachers must meet certain eligibility criteria. They must:

  • Be within a targeted point tier to receive the corresponding pay amount.

  • Be employed for at least 90 days during the data collection year.

  • Be the Teacher of Record for the course in which the targeted points will be calculated.

To receive a full incentive payment, the candidate must be an active employee and teacher of record throughout the school year following the data collection year.

Jubilee Academies is proud to offer a range of stipends that are designed to incentivize excellence among educators and staff. These stipends are available for roles such as special education, department head, secondary math and science curriculum, ELAR, campus testing coordinator, and sports coach. They are intended to recognize and reward exemplary performance in key areas such as supporting students with special needs, leading curriculum development, promoting academic achievement in science, ensuring testing compliance, and fostering athletic success.

In addition, potential employees are encouraged to inquire about these stipends during the hiring process. Jubilee Academies values excellence in education and is committed to attracting and retaining top talent by offering competitive compensation and recognition for outstanding achievements.
