Welcome to Jubilee Harlingen, home of the Eagles!

We are proud to welcome military-connected students and families to our school community. We understand that military families may experience frequent moves and school transitions, and our goal is to make your family's transition to Jubilee Harlingen as smooth and welcoming as possible.

Jubilee Harlingen is a tuition-free public charter school serving approximately 415 students in Pre-Kindergarten through 8th grade. Our close-knit campus provides students with a safe, structured learning environment focused on academic achievement, leadership, character development, creativity, exploration, and collaboration.

We recognize that military-connected students may join our Eagle family at any point during the school year. Our administrators, teachers, counselors, and support staff work together to help new students learn campus routines, connect with peers, continue their academic progress, and feel at home at Jubilee Harlingen.

Getting Acquainted with Our School

Families new to Jubilee Harlingen will receive information and assistance with important school processes, including:

Helping Military-Connected Students Transition

We understand that changing schools can affect students both academically and socially. Jubilee Harlingen provides additional transition support to help newly enrolled military-connected students become comfortable in their new school environment.

Through our School Buddy Program, a newly enrolled military-connected student may be paired with a Jubilee Harlingen student who can:

  • Welcome the student to campus

  • Help the student become familiar with the school

  • Introduce the student to classmates and peers

  • Help the student learn important campus routines

  • Sit with the student during lunch during their first week

Our Counselor/SEL team will also conduct check-ins with newly enrolled military-connected students to help ensure they are adjusting successfully and connect students and families with additional support when needed.

Clubs, Athletics & Extracurricular Activities

Getting involved is one of the best ways for a new student to meet friends and become part of the Jubilee Harlingen community. We encourage military-connected students to explore our clubs, athletics, leadership opportunities, and other extracurricular activities.

Club offerings, schedules, and grade-level eligibility may change based on the school year, student interest, staffing, and program availability. Families may contact the main office for current club information or to be connected with a club sponsor.

Athletics

Jubilee Harlingen provides students with opportunities to participate in athletics. Depending on grade level and season, opportunities may include:

Extracurricular Opportunities for Transferring Military-Connected Students


We understand that military-connected students may arrive after traditional registration, application, or tryout periods have ended.

In accordance with the Military Interstate Children's Compact (MIC3), reasonable efforts will be made to provide transferring military-connected students with opportunities to participate in extracurricular activities regardless of application deadlines. This may include access to information regarding tryouts, summer conditioning, practices, prerequisites, and other participation requirements.

Families arriving during the school year are encouraged to contact campus administration, Athletic Coordinator Gregorio Rodriguez, or the appropriate club sponsor or coach so we can help identify opportunities available to their child.

Tutoring & Academic Support

School transitions can sometimes result in differences in curriculum, course pacing, or academic expectations. Jubilee Harlingen provides academic support to help students successfully continue their learning following a transition.

Depending on individual student needs and available programming, academic support may include:

  • Teacher-provided academic assistance

  • Small-group intervention

  • Tutoring opportunities

  • Homework assistance

  • Academic intervention and progress monitoring

  • After-school academic support through the Texas ACE program

Families who believe their child needs additional academic assistance following a transition are encouraged to contact the student's teacher, Counselor/SEL team, or campus administration so that appropriate support can be identified.


Texas ACE After-School Program


Jubilee Harlingen participates in the Texas ACE after-school program, which provides additional academic and enrichment opportunities for participating students.

The program operates after school from 3:15–6:00 p.m. and may include:

  • Tutoring and academic assistance

  • Homework help

  • Clubs and enrichment activities

  • Music and art

  • Dance

  • E-sports

  • Other student enrichment opportunities

Program participation is based on current enrollment and availability.

Destiny Care Program

Jubilee Harlingen also established its own before/after-school program, Destiny Care Program, which provides additional academic and enrichment opportunities for participating students before and after school.

The program operates before school from 6:30-7:15 and after school from 3:15–5:45 p.m. and may include:

  • Homework help

  • Club participation 

  • Other student enrichment opportunities

Advanced Classes Available at Jubilee Harlingen

Jubilee Harlingen is a PK3-8 campus that offers high school credit courses as early as 6th grade. Students at Jubilee Harlingen may take the following courses:

  • Art I in 6th grade

  • CTE Engineering in 7th grade

  • CTE Health Sciences in 8th grade

  • Spanish I in 8th grade

  • Algebra I in 8th grade

  • Biology in 8th grade

Students at Jubilee Harlingen may start high school with as many as 6 high school credits! This opens opportunities for our students to take more advanced courses during their high school years, including college-level dual enrollment or Advanced Placement courses, earlier than other students.

Jubilee Harlingen Campus Support

Jubilee Harlingen is committed to supporting the social, emotional, academic, and transition needs of military-connected students and their families. Military-connected students may experience unique circumstances related to relocation, deployment, family separation, reintegration, or the transition of a parent or guardian from military service.

Students and families may contact our campus counselor and military liaison for assistance identifying appropriate school or community-based resources.

Eligibility: Military-connected students enrolled at Jubilee Harlingen and their families may contact the campus-based military liaison for assistance and referrals.

How to Request Support: A student, parent/guardian, or staff member may contact the campus military liaison by email, phone, or in person to request assistance. The liaison will help determine appropriate campus, community, or military-connected resources based on the family's needs.


Military-Specific Support Services

Military OneSource

Military OneSource is a Department of Defense resource providing 24/7 information, resources and confidential support to eligible service members and military families. Services include non-medical counseling, relocation assistance, deployment support, financial counseling, special-needs resources, and other military family support services. Families can visit Military OneSource to learn about eligibility and connect with available services.

Exceptional Family Member Program (EFMP)

Military families who have a family member with qualifying special medical or educational needs may be eligible for EFMP services. Eligibility and enrollment depend on the service member's branch and family circumstances. Families may contact Military OneSource or their military installation's EFMP office for assistance with enrollment and services.

Military and Family Life Counseling (MFLC)

Eligible service members and military families may have access to confidential, non-medical counseling through the Military and Family Life Counseling Program. Availability varies by installation and location. Families may contact Military OneSource or their installation's family support program to locate available services.

TX Serves RGV coordinated by Tropical Texas Behavioral Health

This coordinated care network connects veterans, service members, and military-connected families with housing, employment, and mental health resources in Cameron, Hidalgo, Starr, and Willacy Counties.

Need Help Finding the Right Resource?

Military-connected students and families who need assistance identifying or accessing services may contact Jubilee Harlingen's Campus-Based Military Liaison. The liaison can assist families with identifying appropriate campus, military, and community resources and facilitate referrals when needed.

Student Code of Conduct & Campus Expectations

All students at Jubilee Harlingen are expected to follow Jubilee Academies' academic, attendance, behavioral, and campus expectations.

Our Parent/Student Handbook and Student Code of Conduct provide families with important information regarding:

  • Student rights and responsibilities

  • Attendance requirements

  • Behavior expectations

  • Discipline procedures

  • Academic expectations

  • Technology use

  • Dress and grooming requirements

  • Extracurricular participation

  • Other district policies and procedures

Military-connected families are encouraged to review these documents when transitioning to Jubilee Harlingen so students can become familiar with campus expectations.

Registering/Transferring Academic Records


Maintaining continuity of instruction is especially important when students change schools. Jubilee Harlingen works with military-connected families and schools to support the timely transfer of educational records when a student enrolls at or withdraws from our campus.

Students Registering/Transferring to Jubilee Harlingen

Families should provide available educational records during enrollment when possible. These may include:

  • Most recent report card

  • Withdrawal documentation from the previous school

  • Student transcripts or academic records

  • Current class or course schedule

  • State or district assessment information

  • Special education records, if applicable

  • Section 504 documentation, if applicable

  • Gifted and Talented documentation, if applicable

  • English learner or other program documentation, if applicable

We understand that military moves can occur quickly and that complete official records may not always be immediately available.

If records are unavailable or incomplete at the time of enrollment, Marissa Vasquez, Registrar/PEIMS, can assist families and work with the student's previous school to obtain the educational records needed to support appropriate placement and continuity of instruction.


Eligibility Requirements for Free Public School Prekindergarten

To be eligible for enrollment in a free prekindergarten class, a child must be at least three years of age on or before September 1 of the current school year (if a 3-year-old program is available) or four years of age on or before September 1 of the current school year and meet at least one of the following eligibility requirements:

  • unable to speak and comprehend the English language

  • is educationally disadvantaged (eligible to participate in the national school lunch program... guidelines about NSLP eligibility can be found in sections 4 and 6 of the Texas Department of Agriculture’s Administrators Reference Manual)

  • is homeless, as defined by 42 USC, §11434a, regardless of the residence of the child, of either parent of the child, or of the child's guardian or other person having lawful control of the child

  • is the child of an active duty member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who is ordered to active duty by proper authority

  • is the child of a member of the armed forces of the United States, including the state military forces or a reserve component of the armed forces, who was injured or killed while serving on active duty

  • is or has ever been in the conservatorship of the Texas Department of Family and Protective Services (foster care) following an adversary hearing held as provided by Family Code §262.201 or has been in foster care in another state or territory, but currently lives in Texas

  • is the child of a person eligible for the Star of Texas Award as:

    • a peace officer under Texas Government Code §3106.002

    • a firefighter under Texas Government Code §3106.003

    • an emergency medical first responder under Texas Government Code §3106.004

  • is the child of a person employed as a classroom teacher at a public primary or secondary school in the school district that offers a prekindergarten class under this section.


Eligibility applies to three-year-olds when a three-year-old program is available.

Students Transferring from Jubilee Harlingen

When a military-connected student is relocating to another school or Local Education Agency (LEA), families should notify Jubilee Harlingen as soon as possible.

Our Registrar/PEIMS staff will assist with the withdrawal process and the transfer of educational records to the student's receiving school so that the new school has the information necessary to support appropriate academic placement and continuity of services.
